यात्रा भत्ता के समान्य नियम

यात्रा भत्ते का अर्थ है कि वह भत्ता जो किसी रेल कर्मचारी को उन खर्चों की पूर्ति के लिए दिया जाए जो वह लोक हित में ड्यूटी पर यात्रा के दौरान करता हो।

यात्रा भत्ता सभी श्रेणियों  के रेल कर्मचारियों को दिया जाता है यदि वह अपने मुख्यालय से 8 किलोमीटर की परिधि से अधिक यात्रा करता हो। यह भत्ता मुख्यालय से ड्यूटी के दौरान अनुपस्थित रहने के समय के प्रतिशत के आधार पर दिया जाता है।

जसे - 6 घंटे से कम अवधि                              -           30 प्रतिशत

6 घंटे से अधिक लेकिन 12 घंटे से कम अवधि     -          70 प्रतिशत

12 घंटे से अधिक अवधि                                    -        100 प्रतिशत

समेकित स्थानांतरण अनुदान (Composite Transfer Grant - CTG)

 

समेकित स्थानांतरण अनुदान (Composite Transfer Grant - CTG): -

(i) 20 किलोमीटर या उससे अधिक की दूरी पर स्थानांतरण होने पर – मूल वेतन (Basic Pay) का 80%।

(ii) 20 किलोमीटर से कम दूरी पर स्थानांतरण होने पर – यदि वास्तव में निवास परिवर्तन (Change of Residence) किया गया हो, तो CTG का एक-तिहाई (1/3) देय होगा।

(iii) यदि पति एवं पत्नी (Husband & Wife) का स्थानांतरण 6 माह के भीतर होता है, तथा दूसरे जीवनसाथी का स्थानांतरण पहले स्थानांतरण के 60 दिनों के बाद किया जाता है, तो बाद में स्थानांतरित होने वाले जीवनसाथी को CTG का 50% देय होगा। अन्यथा कोई CTG देय नहीं होगा।

1. When a Railway servant is selected to undergo a course of training, he may draw travelling allowance as on tour-

(a) For the original journey to and last journey from the place of of training.

(b) If the training (journey) is at a school or college or similar institution, for similar journeys on the occasion of holidays and vacations; and

(c) For journeys during the course of training.

Travel Allowance Rule Regarding Journey to obtain medical treatment, certificates etc

Journey to obtain medical treatment advice or certificates or to appear before medical boards.

1. Notwithstanding anything contained in this rule, no travelling allowance shall be admissible to a railway servant performing a journey to visit a Dental Practitioner or in connection with any treatment or advice other than a treatment or advice by a Medical Officer, a physician specialist or a surgeon specialist. (IRCE 1673)

Journeys for procuring Health Certificates.-- Travelling allowance is not admissible for a journey undertaken to procure health certificate on first appointment to Government servants. (IRCE 1674)

Travel Allowance Rule For Journeys during leave etc

 Travel Allowance Rule - Journeys during leave or when proceeding or returning from leave

Except as otherwise provided in these rules, a railway servant is not entitled to any travelling allowance for a journey made during leave or while proceeding or returning from leave. (IRCE 1662.)

(IRCE 1663) (1) When travelling allowance is sanctioned under the exception to Rule1662, it will be regulated by grade to which the railway servant would have belonged had he not proceeded on leave including leave preparatory to retirement.

  A Railway servant who travels on duty to a hill station may draw traveling allowance during his absence as for a journey on tour.  Such a railway servant shall, however, forfeit all claims to traveling  allowance for journey and halt, other than permanent traveling allowance, if he prolongs his stay at the hill station beyond a period of ten days or the period necessary for the performance of the duty on which the journey is made whichever is less; provided that the Railway Board and, in respect of the staff under his control, the General Manager of an Indian Railway, may preserve the railway servant’s claim to traveling allowance by

A railway servant under suspension who is required to perform journey to attend a departmental inquiry, may be allowed travelling allowance as for a journey on tour from his headquarters or the place at which he has been permitted to reside during suspension to the place of inquiry whichever is less. No travelling allowance will, however, be admissible if the inquiry is held at his won request. The rate of daily allowance admissible will be the same to which a railway servant was entitled on his pay just before his suspension.

1. The following provisions apply to a railway servant who is summoned to give evidence: -

(i) In a criminal case, a trial before a Court martial, a civil suit, or proceedings to which Government is a party or a departmental enquiry held by a properly constituted authority in the Indian Union; or

(ii) Before a court in a foreign territory

 (1) No person shall, without the sanction of the Ministry of Railways be entitled to any travelling allowance for a journey made after retirement or dismissal from railway service or after the termination of such service. 

(2) A Railway servant in the event of retirement and/or members of his family in the even of death of Railway servant, besides free passes admissible under the Railway Servants (Pass) Rules, 1986, shall be entitled to travelling allowance as admissible on transfer.

1. General Managers/Divisional Railway Managers and Heads of Departments shall be their own Controlling Officers. All Officers of the rank of Junior Administrative Grade (JAG) and above shall be their own Controlling Officers for countersignature on TA journals. A Head of Department may declare what authorities subordinate to him shall be the Controlling Officers, for the purpose of traveling allowance of railway servants or classes of railway servants employed under him. No authority shall be declared by him to be his own Controlling Officer without the previous sanction of the Ministry of Railways. (IREC -1697)

Travel Allowance Rule - Journeys to attend examination

 1. A railway servant is entitled to draw traveling allowance for the journeys to and from the place at which he appears for:

(i) An obligatory departmental examination;

(ii) In respect of military officer in railway employment, an examination for promotion in military rank.

General Rules of Travel Allowance

Travelling Allowance

Travelling allowance is admissible as per the prescribed rates to a Railway Employee for any day on which he proceeds on tour beyond a radius of 8 Kms from his headquarters or returns to his headquarters from a similar distance.

The travelling allowance will be granted for each completed day of absence from the headquarters reckoned from mid night to mid night at the following proportion.

1. If absence from headquarter does not exceed 6 continuous hours. -  30 % of the Travelling allowance.

2. If absence from headquarters does not exceed 12 continuous hours. - 70 % of the Travelling allowance.

3. If absence from headquarters exceed 12 continuous hours. - 100 % of the Travelling allowance.

Travel Allowance Rules - Mileage Allowance (IREC - 1607, 1608)

Mileage allowance (IREC - 1607)

(1) Mileage allowance shall be admissible only for journeys by road.

(2) Mileage allowance shall be calculated by the shortest of two or more practicable routes, or by the cheapest of such routes as may be equally short; provided that the Head of Department or Divisional Railway Manager may, for special reasons which should be recorded, permit mileage allowance to be calculated by a route other than the shortest or cheapest if the journey is actually performed by such route. 

Permanent or consolidated Monthly Traveling Allowance - IREC - 1605

1. A permanent monthly traveling allowance may be granted by the Ministry of Railways to any railway servant whose duties require him to travel extensively.(IREC - 1605)

Extent of application.-The rules in this chapter apply to- (IREC - 1601)

(1) All railway servants other than those who have been permitted to be governed by the rules of the ex-Company Railways as amended from tome to time;

रेल कर्मचारियों को अनुमेय विभिन्न भत्ते

 रेल कर्मचारियों को अनुमेय विभिन्न भत्ते

सरकारी कर्मचारियों को सेवा में रहते हुए कई प्रकार के भत्ते प्रदान किए जाने  का प्रावधान होता है। रेल कर्मचारियों को भी उनमें से निम्नलिखित भत्ते नियम, शर्ते  एवं पात्रता के  अनुसार प्रदान किए जाते हैं -

महगाई भत्ता - महंगाई भत्ते की गणना, व्यक्ति के मूल वेतन (Basic Salary) के कुछ प्रतिशत के रूप में की जाती है। महंगाई के कारण लोगों के जीवन पर पडे असर को कम करने के लिए उसकी सेलरी में महंगाई भत्ता जोडा जाता है।  7th वेतन आयोग की सिफारिश के  आधार पर 2016 को आधार वर्ष मानते हुए ऊपर होने पर मंहगाई भत्ता देय हो जाता है। यह 12 महीने में हुई वृद्धि के आधार पर वर्ष में दो बार जनवरी और जुलाई में देय होता है। वर्तमान में मंहगाई भत्ते की दर वेतन = मंहगाई वेतन पर 24 प्रतिशत की दर से प्रदान किया जा रहा है। रनिंग कर्मचारियों को इसकी गणना में रनिंग एलाउन्स का तत्व गिनकर प्रदान किया जाता है।
