House allowance in lieu of free quarters.-- (IREC - 1418) 

The Railway employees who are entitled to rent free accommodation may be granted compensation, for the period during which they are not provided with such accommodation as specified below:- 

(i) Employees who are working in cities classified for the purpose of grant of house rent allowance will be entitled to the amount equal to that charged as house rent for Government accommodation from employees similarly placed but not entitled to rent free quarters and, in addition, to the house rent allowance admissible to corresponding employees. The total amount will, however, be limited to the rent actually paid by such employees. 

General Rule of Out Of Turn Allotment of Railway Quarters

 Out of turn allotment of quarters:

1.  Out of turn allotment, wherever conceded, should be made strictly on the basis of date of registration in the out of turn register to be maintained for the purpose. Placing of an employee in the out of turn list, however, is left to the discretion of the competent authority, based on merits of each case. (Ref: E(G) 66 QR 1-21 dated 12.10.1966)

2.  Allotment to Persons with Disabilities (handicapped employees): Requests from the handicapped persons appointed on the Railway under special schemes should also be entertained for registration in the out of turn register on merits of each case, with the due regard to the degree of their disability.

The out of turn allotment of railway quarters is usually done in exceptional circumstances such as medical emergencies, transfer of employees, or if there are no other suitable quarters available for an employee. The process of out of turn allotment can vary depending on the specific circumstances.

The out of turn of allotment of Railway Quarters would be done in the following cases. 

1) Staff appointed on compassionate ground when the employee was already occupied Railway Quarter while in service.
