Know About- Effect on Increment, if Leave on Increment Date (Eng / Hindi)

 

  Effect on Annual Increment, if Employee on Leave on  Increment Date

If a Government servant is on leave on 1st July  or 1st January i.e.,Increment Date, the Following Rules will applicable - 

• An employee on leave draws leave salary and not duty pay. So, an increment accruing while on leave cannot be drawn during leave. It will be drawn from the date of resumption of duty on return from leave. [ As per Railway Service rules IREM 605 (ii)(a)]

• As per the DoPT order dated 16-2-1989, If a Government employee is on any kind of leave during the date of Increment, the increased pay will be drawn only from the date on which he resume duty. But it does not postpone his normal date of increment in future  (as per DoPT Order No.16/13/88-Estt (Pay) dated 16-2-1989 )

-Subject to any general or special orders that may be made by the President in this behalf, an authority may grant a premature increment to a railway servant on a time-scale of pay if it has power to create a post in the same cadre on the same scale of pay.

The following provisions prescribe the conditions on which service counts for increments in a time-scale— 

(a) All duty in a post on a time-scale counts for increments in that time-scale: 

Provided that, for the purpose of arriving at the date of the next increment in that time-scale, the total of all such periods as do not count for increment in that time-scale shall be added to the normal date of increment.

An increment other than the increment next above an efficiency bar shall ordinarily be drawn as a matter of course unless it is withheld. An increment may be withheld from a railway servant by a competent authority if his conduct has not been good or his work not been satisfactory. In ordering the withholding of an increment, the withholding authority shall state the period for which it is withheld and whether the postponement shall have the effect of postponing future increments.
