रेल अवसंरचना और लॉजिस्टिक्स प्रबंधन

भारत में समन्वित अवसंरचना विकास और कुशल लॉजिस्टिक्स की बढ़ती आवश्यकता को ध्यान में रखते हुए भारत सरकार ने 13 अक्टूबर 2021 को पीएम गति शक्ति राष्ट्रीय मास्टर प्लान की शुरुआत की। यह दूरदर्शी पहल इस बात में मौलिक परिवर्तन लाने का प्रयास है कि देश भर में अवसंरचना की योजना और क्रियान्वयन कैसे किया जाता है, विशेषकर बहु-आयामी (मल्टी-मोडल) कनेक्टिविटी पर ध्यान केंद्रित करते हुए। भारतीय रेल, जो राष्ट्र के माल और यात्री परिवहन की रीढ़ है, इस योजना के क्रियान्वयन में महत्वपूर्ण भूमिका निभाती है।

गति शक्ति का उद्देश्य

गति शक्ति का मुख्य लक्ष्य विभिन्न मंत्रालयों और विभागों में फैले अवसंरचना परियोजनाओं की दक्षता, समन्वय और एकीकरण को बेहतर बनाना है। भारतीय रेल के लिए इसका अर्थ है – माल गलियारों, लॉजिस्टिक्स पार्कों, टर्मिनलों और बंदरगाहों, औद्योगिक केंद्रों तथा कृषि मंडियों तक अंतिम मील कनेक्टिविटी की बेहतर योजना।

मुख्य उद्देश्य इस प्रकार हैं:

  • अवसंरचना योजना में अलगाव (साइलो) को समाप्त करना
  • परियोजनाओं की शीघ्र स्वीकृति और क्रियान्वयन
  • आर्थिक क्षेत्रों का परिवहन अवसंरचना से एकीकरण
  • लॉजिस्टिक्स दक्षता में वृद्धि और परिवहन लागत में कमी
  • "जस्ट-इन-टाइम" डिलीवरी और आपूर्ति श्रृंखला का अनुकूलन

पीएम गति शक्ति के प्रमुख घटक

गति शक्ति पहल कई एकीकृत प्लेटफॉर्म और तंत्रों पर आधारित है:

a) जीआईएस-आधारित डिजिटल प्लेटफॉर्म

एक केंद्रीकृत भौगोलिक सूचना प्रणाली (GIS) प्लेटफॉर्म 16 अवसंरचना-संबंधी मंत्रालयों से डेटा एकीकृत करता है, जिनमें रेलवे, सड़क, बंदरगाह, नागरिक उड्डयन और ऊर्जा शामिल हैं। यह स्थानिक डेटा और उपग्रह चित्रों का उपयोग कर समन्वित परियोजना योजना को सक्षम बनाता है।

b) संस्थागत ढांचा

प्रत्येक मंत्रालय, जिसमें रेलवे मंत्रालय भी शामिल है, के पास एक नेटवर्क प्लानिंग ग्रुप (NPG) और तकनीकी सहायता इकाई (TSU) होती है, जो सचिवों के सशक्त समूह के मार्गदर्शन में कार्य करती है।

c) बहु-आयामी कनेक्टिविटी

गति शक्ति बहु-आयामी लॉजिस्टिक्स पार्क (MMLPs), समर्पित माल गलियारे (DFCs), एकीकृत माल टर्मिनल और बंदरगाहों व औद्योगिक क्लस्टरों तक अंतिम मील रेल कनेक्टिविटी के विकास को प्रोत्साहित करता है।

गति शक्ति में भारतीय रेल की भूमिका

भारतीय रेल राष्ट्रीय लॉजिस्टिक्स रणनीति के साथ अपनी अवसंरचना विकास को संरेखित कर गति शक्ति के लक्ष्यों में महत्वपूर्ण योगदान देती है।

a) माल ढुलाई क्षमता में वृद्धि

  • समर्पित माल गलियारों (पूर्वी व पश्चिमी DFCs) का विस्तार
  • उच्च घनत्व मार्गों का विद्युतीकरण और दोहरीकरण
  • यार्डों और टर्मिनलों का आधुनिकीकरण

b) टर्मिनलों और MMLPs का विकास

रेलवे, वाणिज्य मंत्रालय, सड़क परिवहन मंत्रालय और निजी भागीदारों के साथ मिलकर विकसित कर रही है:

  • गति शक्ति कार्गो टर्मिनल (GCTs)
  • निजी माल टर्मिनल (PFTs)
  • बहु-आयामी लॉजिस्टिक्स पार्क (MMLPs)

c) डिजिटल करण और स्वचालन

  • माल परिचालन सूचना प्रणाली (FOIS) का कार्यान्वयन
  • लॉजिस्टिक्स डेटा बैंक (LDB) के साथ एकीकरण
  • ई-DRM (इलेक्ट्रॉनिक डिमांड रजिस्ट्रेशन मॉड्यूल) और ई-टेंडरिंग

d) अंतिम मील कनेक्टिविटी परियोजनाएँ

निर्माण क्षेत्रों, बंदरगाहों और अंतर्देशीय क्षेत्रों को रेल लाइनों से जोड़ने के लिए परियोजनाएँ चल रही हैं ताकि सड़क जाम और कार्बन उत्सर्जन कम हो सके।

संस्थागत और निगरानी तंत्र

गति शक्ति के अंतर्गत प्रगति की निगरानी इस प्रकार की जाती है:

  • कैबिनेट सचिवालय के तहत परियोजना निगरानी समूह (PMG)
  • भौतिक और वित्तीय प्रगति दिखाने वाले वास्तविक समय डैशबोर्ड
  • केंद्रीय और राज्य स्तर पर नियमित समीक्षा

a) महाराष्ट्र में गति शक्ति टर्मिनल

एक नए विकसित GCT ने सीमेंट और खाद्यान्न रेक की तेज़ लोडिंग संभव की, जिससे ठहराव समय कम हुआ और थ्रूपुट बढ़ा।

b) बेंगलुरु में बहु-आयामी पार्क

आगामी MMLP सड़क, रेल और हवाई लॉजिस्टिक्स को एकीकृत करता है, जो ई-कॉमर्स और नाशवंत आपूर्ति श्रृंखला को समर्थन देगा।

प्रभाव और लाभ

  • टर्नअराउंड समय में सुधार: एकीकृत टर्मिनल तेज़ माल ढुलाई की सुविधा देते हैं।
  • लॉजिस्टिक्स लागत में कमी: सड़क परिवहन की तुलना में रेल अधिक किफायती और पर्यावरण-हितैषी है।
  • संपत्ति उपयोग में सुधार: समयसारणी और टर्मिनलों का अनुकूलन।

An Integrated Approach to Rail Infrastructure and Logistics Management

Introduction

In response to the growing need for coordinated infrastructure development and efficient logistics in India, the Government of India launched the PM Gati Shakti National Master Plan on 13th October 2021. This visionary initiative aims to bring about a paradigm shift in how infrastructure is planned and executed across the country, with a special focus on multi-modal connectivity. Indian Railways, being the backbone of the nation's freight and passenger transport, plays a crucial role in the implementation of this plan.

1. Objective of Gati Shakti

The primary goal of Gati Shakti is to improve the efficiency, coordination, and integration of infrastructure projects across multiple ministries and departments. For Indian Railways, it means better planning of freight corridors, logistics parks, terminals, and last-mile connectivity to ports, industrial hubs, and agricultural mandis.

Key Objectives Include:

  • Elimination of silos in infrastructure planning
  • Faster project approvals and execution
  • Integration of economic zones with transport infrastructure
  • Enhanced logistics efficiency and reduced transportation costs
  • Promotion of "Just-in-Time" delivery and supply chain optimization

2. Core Components of PM Gati Shakti

The Gati Shakti initiative is built upon several integrated platforms and mechanisms:

a) GIS-Based Digital Platform

A centralized Geographic Information System (GIS) platform integrates data from 16 infrastructure-related ministries, including Railways, Roads, Ports, Civil Aviation, and Power. This enables synchronized project planning using spatial data and satellite imagery.

b) Institutional Framework

Each ministry, including the Ministry of Railways, has a Network Planning Group (NPG) and a Technical Support Unit (TSU) that work under the overall guidance of the Empowered Group of Secretaries.

c) Multi-Modal Connectivity

Gati Shakti promotes the development of multi-modal logistics parks (MMLPs), Dedicated Freight Corridors (DFCs), integrated freight terminals, and last-mile rail connectivity to ports and industrial clusters.

3. Role of Indian Railways in Gati Shakti

Indian Railways contributes significantly to the goals of Gati Shakti by aligning its infrastructure development with the national logistics strategy. Key roles include:

a) Enhancing Freight Capacity

  • Expansion of Dedicated Freight Corridors (Eastern & Western DFCs)
  • Electrification and doubling of high-density routes
  • Modernization of yards and terminals

b) Developing Terminals and MMLPs

Railways is collaborating with the Ministry of Commerce, MoRTH, and private players to set up:

  • Gati Shakti Cargo Terminals (GCTs)
  • Private Freight Terminals (PFTs)
  • Multi-Modal Logistics Parks (MMLPs)

c) Digitization and Automation

  • Implementation of Freight Operations Information System (FOIS)

d) Last-Mile Connectivity Projects

Projects are being undertaken to connect manufacturing zones, ports, and hinterland areas with rail lines to reduce road congestion and carbon emissions.

a) Gati Shakti Terminal in Maharashtra

A newly developed GCT enabled faster loading of cement and foodgrain rakes, reducing dwell time and increasing throughput.

b) Multi-Modal Park in Bengaluru

The upcoming MMLP integrates road, rail, and air logistics, aimed at supporting e-commerce and perishables supply chains.
