रेलवे में गुणवत्ता प्रबंधन का आशय उन व्यवस्थित उपायों से है, जिनके माध्यम से यह सुनिश्चित किया जाता है कि रेलवे संचालन के सभी पहलू—जैसे परिवहन सेवाएँ, आधारभूत संरचना का विकास, रखरखाव और ग्राहक सेवा—पूर्व निर्धारित गुणवत्ता मानकों को पूरा करें या उनसे बेहतर हों। इसमें सेवाओं की योजना बनाना, नियंत्रण करना, आश्वासन देना तथा निरंतर सुधार शामिल है, ताकि यात्री संतुष्टि बढ़ाई जा सके, सुरक्षा सुनिश्चित की जा सके, संसाधनों का सर्वोत्तम उपयोग हो सके और राष्ट्रीय व वैश्विक गुणवत्ता मानकों के अनुरूप कार्य किया जा सके।

गुणवत्ता प्रबंधन के मुख्य घटक

1. गुणवत्ता योजना (Quality Planning)

इसमें रेलवे सेवाओं से संबंधित गुणवत्ता आवश्यकताओं और मानकों की पहचान करना और उन्हें प्राप्त करने के लिए रणनीतियाँ बनाना शामिल है।

उदाहरण—रोलिंग स्टॉक की जाँच, सुरक्षा निरीक्षण, गति निगरानी और प्रदर्शन परीक्षण।

4. समग्र गुणवत्ता प्रबंधन (Total Quality Management - TQM)

TQM एक समग्र प्रबंधन दर्शन है, जो सभी कर्मचारियों और विभागों को सतत् सुधार प्रक्रिया में सम्मिलित करता है। यह उत्तरदायित्व, ग्राहक उन्मुखता और टीम वर्क को प्रोत्साहित करता है।

5. सिक्स सिग्मा और लीन प्रथाएँ (Six Sigma & Lean Practices)

आधुनिक रेलवे प्रणालियाँ दोषों को कम करने हेतु Six Sigma पद्धति और अपव्यय समाप्त करने हेतु Lean Practices को अपनाती हैं। ये रखरखाव डिपो, टिकटिंग सिस्टम और इन्वेंट्री प्रबंधन में विशेष रूप से उपयोगी हैं।
