5. प्रबंधन के कार्य (Functions of Management)

प्रबंधन (Management) कोई एकल या अलग-थलग कार्य नहीं है — यह एक व्यापकबहुआयामी (multi-dimensional) और गतिशील (dynamic) प्रक्रिया है। इसकी मूल आत्मा में निर्णय लेना (Decision Making), संसाधनों का आवंटन (Resource Allocation), और लोगों का मार्गदर्शन (Guidance) शामिल है ताकि वांछित लक्ष्यों (Objectives) की प्राप्ति हो सके। ये कार्य अलग-अलग न होकर एक व्यवस्थित (Systematic) और आपस में जुड़े हुए तरीके से संपन्न होते हैं।

प्रबंधन प्रक्रिया के आवश्यक घटकों को सरल रूप में समझाने के लिएप्रसिद्ध प्रबंधन विशेषज्ञ लूथर गुलिक (Luther Gulick) ने POSDCORB शब्द प्रस्तुत किया। यह सात प्रमुख प्रबंधकीय कार्यों का संक्षिप्त रूप है:

Planning, Organizing, Staffing, Directing, Coordinating, Reporting, and Budgeting

यह ढांचा (framework) इस बात की स्पष्ट समझ प्रदान करता है कि किसी संगठन में प्रबंधक किन कार्यों को किस प्रकार करते हैं।

P – योजना (Planning)

योजना (Planning) प्रबंधन का पहला और सबसे मूलभूत कार्य है। यह वह आधार है जिस पर बाकी सभी प्रबंधकीय कार्य निर्मित होते हैं। योजना का अर्थ है भविष्य की कल्पना करना और लक्ष्यों तक पहुँचने के लिए एक मार्ग तैयार करना। इसमें शामिल हैं:

पूर्वानुमान (Forecasting): पिछले आंकड़ों और वर्तमान परिस्थितियों के आधार पर भविष्य की प्रवृत्तियों या आवश्यकताओं का पूर्वानुमान लगाना।

रणनीति बनाना (Strategizing): उपयुक्त क्रियाविधियों का निर्धारण और प्राथमिकताओं का निर्धारण करना।

O – संगठन (Organizing)

संगठन (Organizing) का अर्थ है मानवीयभौतिक और वित्तीय संसाधनों को इस तरह संरचित करना जिससे योजनाओं को प्रभावी रूप से क्रियान्वित किया जा सके। यह योजनाओं को व्यावहारिक कार्यों में बदलता है। इसमें शामिल हैं:

कार्य विभाजन (Task Classification): संपूर्ण कार्य को छोटेप्रबंधनीय भागों में बाँटना।

• विभागीकरण (Departmentalization): समान कार्यों को विभागों या इकाइयों में बाँटना।

• अधिकार सौंपना (Delegation of Authority): निर्णय लेने के लिए आवश्यक अधिकार व्यक्तियों या टीमों को देना।

• जिम्मेदारी सौंपना (Assignment of Responsibility): प्रत्येक व्यक्ति की भूमिका और अपेक्षाओं को स्पष्ट रूप से परिभाषित करना।

S – कर्मचारी व्यवस्था (Staffing)

कर्मचारी व्यवस्था (Staffing) का संबंध मानव संसाधन प्रबंधन (Human Resource Management) से हैजिसका उद्देश्य योग्य व्यक्तियों को उपयुक्त पदों पर नियुक्त करना और उनकी क्षमता को विकसित करना है। इसमें शामिल हैं:

D – निर्देशन (Directing)

निर्देशन (Directing) का अर्थ है कर्मचारियों को संगठनों के लक्ष्यों की प्राप्ति के लिए मार्गदर्शन और प्रेरणा देना। यह एक व्यक्ति-केंद्रित गतिविधि हैजिसमें पारस्परिक संप्रेषण (Interpersonal Communication) और भावनात्मक बुद्धिमत्ता (Emotional Intelligence) की आवश्यकता होती है। इसमें शामिल हैं:

प्रतिवेदन (Reporting) का उद्देश्य निर्णयकर्ताओं को समय पर और सटीक जानकारी देना होता हैताकि समीक्षाप्रतिक्रिया और नियंत्रण की प्रक्रिया हो सके। इससे प्रदर्शन की निगरानी और उत्तरदायित्व (Accountability) सुनिश्चित होती है। इसमें शामिल हैं:

• निगरानी (Monitoring): कार्य की प्रगति को निर्धारित लक्ष्यों के अनुसार देखना।

टीम का संगठन करता है,

• कर्मचारियों का चयन करता है,

• निर्देश देता है,

• समन्वय करता है,

• प्रगति की निगरानी करता है (रिपोर्टिंग)और

• बजट का प्रबंधन करता है।

वास्तविक जीवन उदाहरण: जब कोई परियोजना प्रबंधक (Project Manager) नया उत्पाद लॉन्च करने की तैयारी करता हैतो वह एक साथ समय-सीमा की योजनाटीमों को सौंपनाकर्मचारियों को प्रेरित करनारिपोर्ट की निगरानीऔर खर्च प्रबंधन करता है — यह दर्शाता है कि प्रबंधन के कार्य एक-दूसरे से जुड़े हुए होते हैं।
