As per IREC Vol 1 Para 1408, The Railway employees who wish to appear at the competitive examination conducted by UPSC or wish to apply for posts, recruitment to which is proposed to be made by selection through UPSC may submit their complete applications in the prescribed form direct to UPSC.
They should, however, immediately inform the Head of their office/ department giving details of the examination/ posts for which they have applied requesting him to communicate his Permission to the Commission directly.
In case the Head of Office/ Department considers necessary to withhold the requisite permission, he should inform the Commission within 30 days of the closing date for the receipt of the applications. In case no such communication is received from the Head of Office/ Department, it shall be presumed by the Commission that there is no objection on the part of the employing department to the candidature of the Government employees in question to be considered by the Commission.

रेलवे कर्मचारियों से यूपीएससी को आवेदन अग्रेषित करने का सामान्य नियम
आईआरईसी खंड 1 पैरा 1408 के अनुसार, जो रेलवे कर्मचारी यूपीएससी द्वारा आयोजित प्रतियोगी परीक्षा में शामिल होना चाहते हैं या उन पदों के लिए आवेदन करना चाहते हैं, जिन पर भर्ती यूपीएससी के माध्यम से चयन द्वारा की जानी प्रस्तावित है, वे निर्धारित फॉर्म में अपना पूरा आवेदन सीधे यूपीएससी को भेज सकते हैं।
हालाँकि, उन्हें तुरंत अपने कार्यालय/ के प्रमुख को उस परीक्षा/ पदों का विवरण देते हुए सूचित करना चाहिए जिसके लिए उन्होंने आवेदन किया है और उनसे आयोग को अपनी अनुमति सीधे सूचित करने का अनुरोध किया जाना चाहिए।
यदि कार्यालय/ विभाग प्रमुख अपेक्षित अनुमति को रोकना आवश्यक समझता है, तो उसे आवेदन प्राप्त होने की अंतिम तिथि के 30 दिनों के भीतर आयोग को सूचित करना चाहिए। यदि कार्यालय/विभाग प्रमुख से ऐसा कोई संदेश प्राप्त नहीं होता है, तो आयोग द्वारा यह माना जाएगा कि आयोग द्वारा विचार किए जाने वाले सरकारी कर्मचारियों की उम्मीदवारी पर कर्मचारि के विभाग की ओर से कोई आपत्ति नहीं है।
