Rule 557 — Interpretation of Leave Rules
Where any doubt arises to the interpretation of these rules it shall be referred to the Ministry of Railways for a decision. No relaxation of these rules shall be made except with the concurrence of the Ministry of Railways.

FIRST SCHEDULE
(See Rule 503)
Authorities Competent to Grant Leave
1. Leave on average pay, half-pay leave, commuted leave, leave not due, extraordinary leave, maternity leave, hospital leave
Competent Authority
- Ministry of Railways
- General Managers
- Head of Department
- Divisional Railway Managers and any other lower authority delegated powers by GM/HOD/DRM
2. Special disability leave
- Competent authority same as above.
3. Study leave
Competent Authority
- Ministry of Railways — Study leave within India and abroad
- General Managers — Study leave within India
- HOD & DRM — Study leave within India for Group C & D

ANNEXURE-I
FORM-I

Application for Leave or Extension of Leave
Instruction: Except in very urgent cases leave should normally be applied for two months in advance.

Special note
If the applicant is drawing any compensatory allowance, sanctioning authority must state whether employee will return to same post or similar allowance post.
Same form applicable to all groups of railway servants.
ANNEXURE-II
Bond for Temporary Railway Servants Granted Extraordinary Leave for Study
(Rule 530(3)(a)(b))
Bond features
- Executed by obligor with two sureties
- Joint and several liability to pay Government on demand
- Interest at Government loan rate
- Applicable even if payment abroad (exchange conversion clause)
- Government may appoint substitute during leave
Condition of bond
If employee:
- fails to rejoin duty after extraordinary leave OR
- refuses to serve Government after return OR
- refuses alternative Government service
➡ must refund amount with interest
Legal clauses
- Liability of sureties not discharged by Government delay or omission
- Government not required to sue obligor before sureties
- Governed by laws of India
- Rights determined by Indian courts
- Stamp duty borne by Government
Execution stage
- Signature of obligor
- Signature of sureties
- Witness signatures
- Acceptance for and on behalf of President of India
