  Notional Increment at Retirement 

भारतीय केंद्रीय कर्मचारियों के बीच एक लंबे समय से विवादित मुद्दा रहा है — यदि कोई कर्मचारी 30 जून या 31 दिसंबर को रिटायर होता है (यानी वार्षिक increment मिलने से सिर्फ एक दिन पहले), तो उसे increment का लाभ नहीं मिलता था। इससे उनकी पेंशन (Pension Fixation) कम हो जाती थी और भविष्य में मिलने वाले DA, DR और अन्य पेंशन लाभ भी प्रभावित होते थे।

लेकिन वर्ष 2024-2025 में आया नया आदेश और न्यायालय के निर्णयों के बाद, सरकार ने ऐसे रिटायर कर्मचारियों को Notional Increment देने का निर्णय लिया है — परंतु यह increment सिर्फ पेंशन गणना के उद्देश्य से माना जाएगा। यानी यह काल्पनिक वेतन वृद्धि (Notional Increase) होगी, वास्तविक भुगतान नहीं।

आधिकारिक आधार और आदेश

केंद्र सरकार (DoPT), रेलवे बोर्ड, रक्षा, डाक, दूरसंचार आदि विभागों ने 2024 और 2025 में स्पष्ट आदेश जारी किए हैं, जिनमें कहा गया है कि—

जो कर्मचारी 30 जून या 31 दिसंबर को रिटायर होते हैं, और यदि उन्होंने पूरी qualifying service, तथा संतोषजनक कार्य एवं आचरण पूरा किया है — तो उन्हें एक अतिरिक्त Notional Increment दिया जाएगा।

यह Increment केवल Pension Fixation के लिए लिया जाएगा — और इसे अन्य Retirement Benefits, जैसे Gratuity, Leave Encashment, Commutation या Lump-sum पर लागू नहीं किया जाएगा।

इस निर्देश की प्रभावी तिथि 01 मई 2023 से मानी गई है।

 पात्रता (Eligibility Conditions)

कर्मचारी को Notional Increment पाने के लिए निम्न शर्तें पूरी करनी होंगी:

✔ रिटायरमेंट की तिथि 30 जून या 31 दिसंबर हो।
✔ पिछली Increment तिथि से कम से कम 12 महीने की सेवा पूरी हो।
✔ कार्य एवं आचरण (Work & Conduct) संतोषजनक हो।
✔ वेतन Increment Date (1 जनवरी या 1 जुलाई) से सिर्फ एक दिन पहले रिटायर हो रहे हों।
✔ Increment केवल पेंशन गणना के हिसाब से माना जाएगा — किसी अन्य रिटायरमेंट लाभ में नहीं जोड़ा जाएगा।

उदाहरण (Illustration)

मान लीजिए:

कर्मचारी का नाम: श्री “A”

पद: Office Superintendent (OS)

Level: 6

अंतिम वेतन (01.01.2023): ₹43,600/-

रिटायरमेंट तिथि: 31.12.2023

नए नियमों के अनुसार, चूंकि वे 1 जनवरी 2024 की Increment तिथि से सिर्फ एक दिन पहले रिटायर हुए, इसलिए उन्हें एक Notional Increment दिया जाएगा।

👉 तो उनका Pensionable Pay ऐसे तय होगा:

₹43,600 + ₹1 Increment = ₹44,900 (Level-6)

अब पेंशन की गणना ₹43,600 की बजाय ₹44,900 पर की जाएगी।

लेकिन ध्यान रहे — यह अतिरिक्त वेतन केवल पेंशन के निर्धारण (Pension Fixation) के लिए गिना जाएगा।

इसका लाभ ग्रेच्युटी, Leave Encashment या अन्य रिटायरमेंट लाभों में नहीं मिलेगा।

 कानूनी स्थिति और अदालत के आदे

जिन कर्मचारियों ने इस विषय पर Writ Petition दायर की और केस जीता, उन्हें उनकी पेंशन में Notional Increment जोड़ा जाएगा।

यदि मामला अभी Appeal या Higher Court में लंबित है — तो लाभ ‘Final’ नहीं माना जाएगा।

जिन कर्मचारियों ने कोर्ट केस में Intervention या Impleadment किया था, उन्हें पेंशन में यह लाभ 3 साल पहले से दिया जा सकता है।

यदि पहले ही कोई अतिरिक्त भुगतान किया जा चुका है, तो उसे वापस नहीं लिया जाएगा (सुप्रीम कोर्ट के आदेश के अनुसार)।

 प्रभावी तिथि

इस आदेश को वास्तविक रूप से 01 मई 2023 से प्रभावी माना गया है।
इससे पहले रिटायर हुए कर्मचारियों को लाभ तभी मिलेगा — यदि उन्होंने कोर्ट में दावा किया हो या आदेश में उनका केस शामिल हो।

किसे क्या करना चाहिए?

अगर आप या आपके परिचित इनमें आते हैं, तो यह करें:

✔ अपने विभाग (Accounts, Pension या Establishment) में आवेदन करें
✔ PPO number, Retirement Order, Last Pay Certificate और Service Record संलग्न करें
✔ यदि कोर्ट केस में शामिल थे, तो उसका रिकॉर्ड दें
✔ Pension Re-fixation और arrears की मांग करें

 निष्कर्ष

Notional Increment का नियम वास्तव में उन कर्मचारियों के लिए न्यायसंगत कदम है, जो वर्षों की ईमानदार सेवा के बावजूद सिर्फ एक दिन की कमी के कारण increment और बेहतर pension से वंचित हो जाते थे।
अब सरकार के नए आदेशों (2024–2025) और सुप्रीम कोर्ट के निर्णयों के बाद, उन्हें उस increment का उचित हक मिल रहा है — भले ही काल्पनिक रूप में (notional रूप से) — लेकिन पेंशन पर इसका वास्तविक लाभ मिलेगा।

Notional Increment at Retirement — Detailed & Updated 

For many years, Central Government employees faced a common issue — if an employee retired on 30th June or 31st December, which is just one day before the annual increment date (1st July or 1st January), they were denied the benefit of that increment. As a result, their pension became lower, and they continued to receive reduced pensionary benefits such as Dearness Relief (DR) in the future.

However, based on the latest government orders issued in 2024–2025, and supported by Supreme Court judgments, such employees are now eligible to receive a Notional Increment — but only for the purpose of pension calculation. This means the increment will be treated as if it was given, but it will not be paid in actual salary, nor will it be counted for gratuity or other retirement dues.

 Official Basis and Policy Direction

According to the latest instructions issued by the Government of India (DoPT, Railway Board, Defence, Postal, Telecom, and other departments):

Employees who retire on 30th June or 31st December, and have completed full qualifying service with satisfactory work and conduct, will be granted one Notional Increment, to be counted only for pension fixation.

This Notional Increment will not be applicable for:

❌ Gratuity
❌ Leave Encashment
❌ Commutation
❌ Retirement Lump-sum Benefits

Effective date of implementation: 01 May 2023

Eligibility Conditions for Notional Increment

To receive Notional Increment, the retiring employee must satisfy all of the following:

✔ Retirement date must be 30th June or 31st December
✔ At least 12 months of qualifying service completed since last increment
✔ Work and conduct must be satisfactory
✔ Retirement happens just one day before the increment date
✔ Increment will be counted only for Pension Fixation, not for other benefits

 Illustration Example

Let’s consider the following case:

Name: Mr. “A”

Post: Office Superintendent (OS)

Pay Level: Level 6

Last Basic Pay as on 01.01.2023: ₹43,600

Date of Retirement: 31.12.2023

According to new rules, since he retired just one day before the increment date (01.01.2024), he is entitled to one Notional Increment.

New pensionable pay will be considered as:

₹43,600 + Annual Increment = ₹44,900

This enhanced pay of ₹44,900 will be used only for calculation of pension.

It will not be used for calculating gratuity, leave encashment or other retirement benefits.

 Legal Standing and Court Observations

Employees who filed Writ Petitions and received a favorable judgment will get the Notional Increment benefit for pension.

If the matter is under appeal, the benefit is not yet final.

Those who filed Intervention or Impleadment petitions may get arrears up to 3 years prior to the filing date.

If any excess amount has already been paid, it will not be recovered, as per Supreme Court orders.

 Effective Date

The revised orders come into effect from 01 May 2023.
Employees retired before this date may receive benefits only if they were part of litigation or covered under specific orders.

What Retired Employees Should Do

If you or someone you know may be eligible, follow these steps:

✔ Submit application to concerned Pension / Accounts / HR Department
✔ Attach PPO number, Retirement Order, Last Pay Certificate, and Service Record
✔ Mention court case details (if any)
✔ Request for Pension Re-fixation and revised pension arrears

Final Conclusion

The Notional Increment rule is a fair and progressive decision, ensuring that employees who served until the last possible day are not deprived of pension benefits merely due to one day’s gap.
This policy, backed by Supreme Court judgments and implemented through government orders in 2024–2025, ensures justice and dignity for retired employees.

Though this increment is not financially payable, it significantly improves pension, Dearness Relief, and future pension-related entitlements.

प्रमुख आधिकारिक पत्र / आदेश

Railway Board — Letter No. PC-VI/2020/CC/13, New Delhi, dated 21.05.2025 — “Grant of notional increment (as due on 1st July/1st January) to those employees who had retired on 30th June/31st December before drawing the same — Re-iteration of Instructions”. 

Railway Board — Earlier letter under same reference (PC-VI/2020/CC/13) dated 19.02.2025 — Clarification regarding grant of notional increment for pensionary benefits for retirees on 30 June / 31 December. 

Department of Personnel and Training (DoPT) — Office Memorandum (OM) dated 20.05.2025 (or as per departmental circulars) — जो Notional Increment लागू करने के लिए nodal आदेश है, særlig after decision of Supreme Court. 

Comptroller and Auditor General of India (CAG) — Circular / clarification dated 14 January 2025 addressed to Heads of Offices / Pension authorities, referencing DoPT OM and reiterating कि Notional Increment सिर्फ Pension calculation के लिए होगा, अन्य Pensionary benefits के लिए नहीं।
