Restricted Holidays (प्रतिबंधित अवकाश) के सामान्य नियम


प्रतिबंधित अवकाश

1. प्रशासनिक कार्यालयों में लिपिकीय प्रकृति के काम में लगे रेल कर्मचारियों को एक कैलेंडर वर्ष में दो दिन का प्रतिबंधित अवकाश स्वीकार्य है। इस प्रयोजन के लिए, प्रत्येक रेलवे प्रशासन द्वारा प्रतिबंधित छुट्टियों की एक सूची बनाई जाएगी, जिसमें स्थानीय महत्व के त्यौहारों और अल्पसंख्यक समुदायों के पवित्र त्यौहारों को समुचित महत्व दिया जाएगा। ऐसा करते समय, किसी दिन विशेष को इस आधार पर प्रतिबंधित छुट्टियों की सूची में शामिल करने के लिए कर्मचारियों की मांग को ध्यान में रखा जाएगा कि यह महत्वपूर्ण त्यौहार है जिसे बहुत बड़ी संख्या में लोग मनाते हैं।

2. ऊपर पैरा 1 में उल्लिखित कोटि का प्रत्येक रेल कर्मचारी प्रतिबंधित छुट्टियों के संबंध में तैयार की गयी सूची में से एक वर्ष में कोई दो छुट्टियों, जो स्वयं उसके द्वारा चुनी जाएंगी, लेने का पात्र है। साधारणतया, प्रत्येक रेल कर्मचारी को एक वर्ष में दो प्रतिबंधित छुट्टियां लेने की अनुमति होगी, किन्तु यदि सेवा की तात्कालिकता के कारण उसे ये छुट्टियां दे पाना संभव न हो तो यह अनिवार्य नही है कि एक वर्ष में उसे दो प्रतिबंधित छुट्टियां दी ही जाएं। अतः यदि किसी रेल कर्मचारी को उसके विकल्प के बावजूद प्रतिबंधित छुट्टी लेने की अनुमति नहीं दी जाती, तो उसके बदले में उसे कोई प्रतिपूरक अवकाश देने का प्रश्न नही उठता।

Restricted Holidays

1. Two Restricted Holidays in a Calendar year are admissible to Railway Servants in Administrative officers engaged on work of a Secretariat nature. For this purpose, a list of Restricted Holidays should be drawn up by each Railway Administrative with due regard to the festivals of local importance and festivals sacred to the minority communities and taking into account the demand from the staff for inclusion of any particular day as a Restricted Holidays on the ground of it being an important festival/ occasion observed by a large number of people.

2. Each Railway servant belonging to the category mentioned in para 1 above is eligible to avail himself / herself of any two holidays in a year to be chosen by him/ her out of the list of Restricted Holidays prepared. Normally, while a Railway servant shall be permitted to avail of the two Restricted Holidays in a Year, it is not obligatory that he/ she should invariably be given two Restricted Holidays in a year, if in the exigencies of service, it is not possible to let him /her avail the Restricted Holidays , in spite of their option , there is no question of granting any compensatory holiday in lieu thereof.
