Cycle (maintenance) Allowance & Rate (Hindi/ English)

साइकिल (मेंटेनस) भत्ते की स्वीकार्यता निम्नलिखित शर्तों के अधीन होगी:-

(1) संबंधित कर्मचारी, आधिकारिक यात्राओं के लिए अपनी साइकिल का उपयोग और मेंटेनस करता है।

(2) साइकिल (मेंटेनस) भत्ता प्राप्त करने वाले सरकारी कर्मचारी को यात्रा भत्ता (यानी, दैनिक और माइलेज भत्ता) निम्नानुसार दिया जाएगा: -

(i) ड्यूटी के सामान्य स्थान से आठ किलोमीटर के दायरे में यात्रा के लिए कोई यात्रा भत्ता नहीं दिया जाएगा।

(ii) ड्यूटी के स्थान से आठ किलोमीटर के दायरे से अधिक लेकिन सोलह किलोमीटर से अधिक नहीं, की यात्रा के लिए:-

(ए) यदि गंतव्य स्थान स्थानीय क्षेत्राधिकार के अंतर्गत आता है - कोई यात्रा भत्ता नहीं दिया जाएगा।

(बी) यदि गंतव्य बिंदु स्थानीय क्षेत्राधिकार के बाहर आता है तो यात्रा भत्ता सामान्य नियमों के तहत स्वीकार्य है, बशर्ते यात्रा साइकिल के अलावा अन्य तरीके से की गई हो।

(iii) ड्यूटी के सामान्य स्थान से सोलह किलोमीटर के दायरे से परे की यात्रा के लिए सामान्य नियमों के तहत यात्रा भत्ता देय होगा।

(सी) साइकिल (मेंटेनस) भत्ता, पूरी तरह से कैलेंडर माह के लिए छुट्टी, प्रशिक्षण या अस्थायी स्थानांतरण के प्रस्थिति के लिए स्वीकार्य नहीं होगा।

 (डी) एक महीने से अधिक की किसी भी अवधि के लिए, जिसके दौरान साइकिल (मेंटेनस) भत्ता प्राप्त करने वाला कोई सरकारी कर्मचारी साइकिल नहीं रखता है या उसके द्वारा रखी गई साइकिल खराब रहती है या किसी अन्य कारण से आधिकारिक यात्राओं के लिए उपयोग नहीं की जाती है तो साइकिल (मेंटेनस) भत्ता स्वीकार्य नहीं होगा।

3. साइकिल (मेंटेनस) भत्ता पदों के संदर्भ में स्वीकृत किया जा सकता है, न कि व्यक्तिगत पदधारियों के लिए, साथ ही साइकिल (मेंटेनस) भत्ता मंजूरी करने वाला प्राधिकारी द्वारा एक समय में दो साल से अधिक की अवधि के लिए नहीं दिया जाएगा और ऐसी अवधि की समाप्ति से पहले इसकी निरंतरता की पर्याप्त समीक्षा की जाएगी।

4. साइकिल (मेंटेनस) भत्ता मंजूरी देने वाला प्राधिकारी, इस प्रयोजन के लिए, जब भी आवश्यक हो, भत्ते की मंजूरी के लिए सरकारी कर्मचारी के स्थानीय क्षेत्राधिकार को निर्दिष्ट कर सकता है। ऐसे स्थानीय क्षेत्राधिकार अपने नियंत्रणाधीन पदों की भी समीक्षा करनी चाहिए और यह तय करना चाहिए कि किन पदों के लिए साइकिल (मेंटेनस) भत्ता स्वीकृत किया जाना चाहिए। 

5. साइकिल (मेंटेनस) भत्ते की दरें - रु. 180/- प्रति माह, SR - 25 के प्रावधानों के अधीन यह दर 01 जुलाई 2017 से प्रभावी है।

The admissibility of Cycle (maintenance) Allowance will be subject to the following conditions:-

(A) The official concerned maintains and uses his own cycle for official journeys.

(B) Travelling Allowance (i.e., daily and mileage allowance) to a Government servant in receipt of Cycle (maintenance) Allowance under these orders will be regulated as under:-

(i) For Journeys within a radius of 8 kilometres from the usual place of duty. – No Travelling Allowance

(ii) For journeys beyond a radius of 8 Kilometres but not exceeding 16 Kilometres from the place of duty:-

(a) If the destination point falls within the local jurisdiction.- No Travelling Allowance

(b) If the destination point falls outside the local jurisdiction. – Travelling Allowance admissible under normal rules, provided the journey is performed other - wise than on a cycle.

(iii) For journeys beyond a radius of 16 kilometres from the usual place of duty. – Travelling Allowance admissible under the normal rules.

(C) The allowance will not be admissible for the calendar month(s) wholly covered by leave, training or temporary transfer.

(D) For any period of more than one month at a time during which a Government servant in receipt of Cycle (maintenance) Allowance does not maintain a cycle or the cycle maintained by him remains out of order or is not used for official journeys for any other reason, the Cycle (maintenance) Allowance will not be admissible.

3. The Cycle (maintenance) Allowance under these orders shall be granted by the sanctioning authority for a period not exceeding two years at a time and its continuance shall be reviewed sufficiently in advance of the expiry of such period. The sanctioning authority may, for this purpose, specify whenever necessary the local jurisdiction of a Government servant at the time of sanctioning the allowance. They should also make a review of the posts under their control and decide the posts for which the Cycle (maintenance) Allowance should be sanctioned. The Allowance may be sanctioned with reference to the posts and not to the individual incumbents.

 The rates of Cycle (maintenance) Allowance -  Rs. 180/- per month subject to the provisions of SR-25. This Rate is effective from July 01, 2017.
