Selection and Non selection posts -
Railway Board is the authority to declare a post as a selection or a non selection post. Non selection posts are posts, grades or classes which have not been declared as selection posts.
Non selection posts are filled by promotion of staff on the basis of seniority cum suitability where as in case of selection posts these are filled a positive act of selection. In non selection posts two factors only are to be taken into consideration i.e. seniority and suitability but selection posts there are four factors viz
(a) Professional ability.
(b) Personality, address, leadership and academic/ technical qualification.
(c) Record of service.
(d) Seniority.
The procedures for forming a panel in selection posts and a select list for non selection posts are also different. A board consisting of at least three officers shall be constituted for forming a panel in selection posts but there is no hard and fast rule for the minimum number of officers for this.
Once a staff is declared suitable in a non selection post he has not to appear again for a suitability test / trade test if he is not promoted for want of a vacancy or for other valid reasons but a staff borne on a panel of selection posts will be subject to appear again in future selection if he is not promoted for some reason or other within two years of the approval of a panel since the life of selection panel is limited to two years only.
